WARRENT POLICY
Tar Valon reserves the right to warrant any person for the following reasons:
1. Attacking any member of the White Tower, Valon Guard, any citizen of Tar Valon or the bridgetowns, regardless of rank and/or station with malicious intent.
***Note*** Warrants served against Tower and Valon Guard Members by other Justice Clans will not initiate a return warrant IF recognized as valid by the Hall of Sitters or Valon Guard Council. (EG, Warranting and attacking Aes Sedai for being channelers will not be exempt from return warrants). If the Tower or Valon Guard Member considers the Warrant unfair and worthy of a return warrant, they will appeal it to the Hall of Sitters who will begin an investigation via the Blue Ajah or negotiation via the Gray Ajah and a final vote via the full Hall. Attempts to serve a warrant on White Tower members, Gaidins or Valon Guards in Tar Valon lands will result in a return warrant.
2. You are trespassing within the White Tower and have ignored requests to leave by any representative of the White Tower.
3. You have been asked to leave the City of Tar Valon by any Tower or Valon Guard representative and have refused.
4. You have threatened any member of the Tower or Valon Guard with violence.
5. Trying to incite violence against the White Tower or Valon Guard. (Calling Aes Sedai Darkfriends publicly or trying to gain support for a war against Tar Valon falls into this category)
6. Committing a crime in another land and hiding from that land's Justice within the boundaries of Tar Valon.
7. Bringing violence within the boundaries of Tar Valon for whatever reason, with the exception of current treaties which allow other members of a Justice Clan to serve out warrants.
***Note*** Tar Valon's borders are affirmed to be the city of Tar Valon itself and all within it, the forest immediately west of Tar Valon, and the plains immediately east of it…. Roadways marked as "Tar Valon Road" or "Caemlyn Road" are within the borders of the named principle countries.

8. Roadways marked as 'Tar Valon Road' and 'Cairhien Road' are within the borders of the named principle countries. The Stone Bridge and the river west, north and east of the bridge are the natural borders between the two nations.
9. Violating a Banishment Order.
***Note*** Banishment orders come in 2 types:
a. A short banishment, usually consisting of 1 day to 2 weeks.
b. Long banishment, consisting of 2 weeks+
10. For the short banishment, any Valon Guard, Gaidin or Aes Sedai can deal out if they feel the offense warrants it.
For the long banishment, it will be set by the Valon Guard Council, Gaidin Council or the Hall of Sitters.
11. Failure to return property or of the White Tower, Valon Guard or items deemed harmful after asked to do so.
***Note***This includes but is not limited to all White Tower Clan Equipment, Gaidin Clan Equipment, Valon Guard Clan Equipment as well as Angreal or Sa'angreal of any type, along with a'dams the Seanchan use to hold their channelers as slaves and forkroot potions. Other Ter'angreal such silver medallions and crystal light sticks are not considered a threat and are not considered contraband. This list may be ammended at any time by the Hall of Sitters.
12. Impersonating an Aes Sedai, Gaidin or a member of the Valon Guard.
13. Being a murderer of renown in other lands can result in a short or long banishment. A murderer is defined as an individual who doesn't concentrate their aggressive energies on an organization/s, but rather attacks those without affiliations indiscriminately.
14. Being a Darkfriend.
15. Being a Male Channeler.
16. Misuse of the One Power, both Saidin and Saidar.
17. Offering aid to a criminal of Tar Valon (especially a Male Channeler or Darkfriend) by giving information to help evade White Tower or Valon Guard members, shelter from attack or physical aid in battle.
18. Permanent warrants will only be set by the Hall of Sitters in conjunction with the Gaidin Council or the Valon Guard Council. A criminal earning a permanent warrant will be informed of their permanent wanted status.
19. The White Tower, Gaidins and Valon Guards reserves the right to warrant for the reasons above, but this does not make the warranting a given, except for obvious cases like being a Darkfriend or a Male Channeler. For the most part, the warranting will be up to the individual Aes Sedai, Gaidin or Valon Guard.
PARDONS
The security of the Tar Valon remains primarily the responsibility of the Valon. Tar Valon Justice is guided by the mantra, 'An eye for an eye'. Thus, all pardons will be granted and permanent warrants will be set with that in mind.
There are three ways to earn a pardon for a warrant or Banishment Order.
1. A Valon serves justice on a repentant wrongdoer. If the wrongdoer has committed several offenses of the same crime, they will have to turn themselves in one time for each offense. The Valon Guard can elect to issue tasks as a form of redemption.
2. An Aes Sedai or Gaidin can ask a Valon to remove the warrant, they having served justice on this person the appropriate amount of times relative to the counts of offense. The Aes Sedai or Gaidin can elect to issue tasks as a form of redemption.
3. The Amyrlin Seat or the Hall of Sitters can order a pardon granted.
Justice is considered served only when a repentant criminal approaches a Valon or Aes Sedai or Gaidin asking for forgiveness and justice, not when a Valon or Gaidin or Aes Sedai expends energy and resources in hunting said criminal to the ends of the earth, forcing them to pay for their crimes.
The White Tower has pardoning jurisdiction over the following crimes:
1. Possession of Angreal, items of the One Power as well as equipment from the clans of the White Tower and refusal to hand them in upon request.
2. All forms of aggression versus Aes Sedai, Gaidin or any of the girls in training at the White Tower.
3. Misuse of the One Power, both Saidin and Saidar.
4. Treason against the White Tower.
5. Trespass by refusal to vacate White Tower premises when asked.
6. Impersonating an Aes Sedai or Gaidin.
7. Warrants for darkfriends and aiding and abetting darkfriends.
Tar Valon will always hear objections to warrants, provided they go through proper channels.
If the crime falls into any of those 7 jurisdictions, then the appeal must be made to the White Tower via the Hall of Sitters. All other matters fall under the Valon Guards jurisdiction.
Attempting to garner public support against Tar Valon because of the warrant instead of appealing through proper channels will validate the original warrant and void the criminal's right to further objection via the Valon Council, the Hall of Sitters or the Amyrlin Seat. Tar Valon will not be bullied into compliance by public, uninformed sentiment.
Should the need arise, the White Tower and Valon Guard reserves the right to amend any laws as they see fit in the best interest of the Tar Valon.
